WHU won three State Science and Technology Awards of 2018

On the morning of January 8th, the awarding ceremony of the 2018 State Science and Technology Awards was held in Beijing and attended by the Party and state leaders including President Xi Jinping, Premier Li Keqiang, Wang Huning, Han Zheng, etc. Three scientific and technological achievements of Wuhan University won the 2018 State Science and Technology Awards, with two WHU-directed projects awarded the first prize and the second prize respectively and another second prize that contains WUH’s participation.

Professor Shi Chuang’s project “China’s high-precision location network and its major applications in transportation” is the first prize recipient of the State Scientific and Technological Progress Award. The major demands for the large-scale application of the BeiDou Navigation Satellite System (BDS) are spurring the project on the establishment of a precise and rapid BDS. This project, driven by independent innovation, developed a high-performance and cost-efficient BDS core chip and equipment based on positioning service technology, and built a stable and reliable China's high-precision location service system with its core technology edging into the global top. The project team has applied BDS precise positioning service to areas ranging from construction of roads, waterways, and other infrastructure for public travel in a large-scale, industrial and innovative way, and expanded its application to military, civil and other fields, achieving significant social and economic benefits.

Professor Jiang Weiping’s project “Key technologies and applications of satellite geodesy for marine surveying and inland waters monitoring” won the second prize. This project made key technological breakthroughs such as multi-source satellite data fusion processing, fine inversion of marine geographic information and seamless conversion of land and sea vertical benchmarks, forming an independent and innovative technological system of marine surveying and satellite geodesy. The project developed China's first global average sea surface height model WHU2000 with the world’s highest resolution and its accuracy higher than 5cm in the same period, inverted the global 1'×1' resolution ocean gravity anomaly and seabed terrain model, built the first large-scale China offshore seamless sounding datum model to achieve seamless transformation with the national land height datum, and expanded its application to inland waters to enable monitoring of changes in the water level of China’s major lakes and water reserve in the Yangtze River Basin. The result has not only been widely applied to the construction of digital height datum in coastal areas of China and the work of sounding datum transformation by German and South Korean scientific research institutions, but also provided basic data for major national projects such as HY-2 system and Hong Kong-Zhuhai-Macao Bridge.

Another second prize went to Professor Zhu Xinyan’s project “Key technologies and applications of spatio-temporal information service platform for complex large power grid”. It created a spatio-temporal information model for complex large power grid, proposed a sub-second and real-time reconstruction method for spatio-temporal topology of complex large power grid and built a reliable and efficient system to update grid resources and information based on the BeiDou Navigation Satellite System. Also, a spatio-temporal information service platform is developed for complex large power grid with completely independent intellectual property right, along with the founding of a national grid geographic information service network based on the unified spatio-temporal datum CGCS2000. The results have not only been applied to the State Grid Headquarters and 27 provincial power companies and prefecture-level cities, but also spread to some countries along the “Belt and Road”.

It is reported that 7 tech experts and 278 teams were honored with the 2018 State Science and Technology Awards. The ceremony gave 38 State Natural Science Awards (including 1 first prize and 37 second prizes), 67 State Technological Invention Awards (including 4 first prizes and 37 second prizes), and 173 State Scientific and Technological Progress Awards(including 2 special prizes, 23 first prizes with 3 innovation teams included, and 148 second prizes).The 2018 State Preeminent Science and Technology Award was granted to Liu Yongtan and Qian Qihu, both academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering (CAE). Besides, 5 scientists with foreign nationalities were awarded the China International Science and Technology Cooperation Award.
