Born in September 1959, Han Jin received his bachelor degree as a physics major student from Beijing Normal University in February 1982. Now, he is the secretary of the CPC Committee of Wuhan University and chair of the University Council. He was appointed the current position in March 2013.

From March 2011 to February 2013, he was the deputy secretary, secretary of Ezhou Municipal CPC Committee and vice mayor and mayor of Ezhou Municipal Government, Hubei Province. From November 2010 and March 2011, he was the deputy secretary of Huanggang Municipal CPC Committee, Hubei Province. From December 2004 to November 2010, he was the director of the Development and Planning Department, Ministry of Education. From August 1998 to December 2004, he was the deputy director of the Development and Planning Department, Ministry of Education. From March 1997 to August 1998, he was the deputy director of the Planning and Construction Department, State Education Commission. From September 1993 to March 1997, he was the director of the Career Planning Division of the Planning and Construction Department, State Education Commission. From May 1989 to September 1993, he was the deputy director of the first Planning Division of the Planning and Construction Department, State Education Commission. From February 1982 to May 1989, he was the advisor and senior advisor in the Planning and Financial Department, State Education Commission (currently the Ministry of Education).
