Qu Wenqian, male, was born in October 1969 in Tieling, Liaoning province. With a master's degree and a Ph.D. degree, he joined the Communist Party of China in April 1993 and entered the workforce in July 1994. Currently, he is the deputy secretary of the CPC Committee of Wuhan University as well as an associate researcher.

From 1990 to 1994, Qu studied as a river engineering major student in Wuhan University of Hydraulic and Electrical Engineering, which was merged into Wuhan University in 2000, and obtained the bachelor’s degree in engineering. From 1999 to 2001, he was an on-the-job postgraduate from the School of Economics and Management, Wuhan University and obtained the master's degree in management. From 2004 to 2009, he worked as an on-the-job doctoral candidate from the School of Water Resources and Hydropower Engineering, Wuhan University and got his doctoral degree in engineering.

From July 1994 to April 1997, he served as the counselor of the School of Water Conservancy of the former Wuhan University of Hydraulic and Electrical Engineering.

From April 1997 to August 2000, he had successively held the posts of staff, deputy section director and section director of the Student Affairs Department of former Wuhan University of Hydraulic and Electrical Engineering.

From August 2000 to November 2000, he served as the section director of the Student Affairs Department of Wuhan University.

From November 2000 to May 2001, he was the deputy director of the Student Affairs Management Office of the Student Affairs Department of Wuhan University.

From May 2001 to November 2004, he served as the deputy secretary of the Youth League Committee of Wuhan University.

From November 2004 to October 2007, he was the secretary of the Youth League Committee of Wuhan University.

From October 2007 to December 2015, he was the secretary of the Party Committee of the School of Water Resources and Hydropower Engineering, Wuhan University.

From December 2015 to December 2019, he was the director of the Student Affairs Department and the deputy dean of Undergraduate College of Wuhan University.

He was appointed the deputy secretary of the CPC Committee of Wuhan University in November 2019.
