Huang Taiyan, male, Han nationality, member of the Communist Party of China, was born in April 1963. He earned a master’s degree and a doctoral degree and has been a researcher. He is currently the Secretary of the Party Committee of Wuhan University.

Huang has served as Deputy Secretary of the Party Committee of the School of Information Management of Wuhan University, Vice Director of the Student Affairs Department of the Party Committee, Secretary of the University Youth League Committee, Director of the Personnel Department, and Assistant to the President. In June 2009, he was appointed as Standing Committee Member of the Party Committee Standing Committee and Vice President of Wuhan University. In May 2012, he became Deputy Secretary of the Party Committee of Wuhan University. In May 2016, he was appointed as Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection of Wuhan University. In December 2016, he became Executive Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection of Wuhan University, Executive Deputy Secretary of the Party Committee of Wuhan University in October 2018, Secretary of the Party Committee of Beijing Jiaotong University in February 2019 and Executive Deputy Secretary of the Party Committee of Wuhan University in August 2022. He has been the Secretary of the Party Committee of Wuhan University since February 2023.

Huang has long been engaged in party construction and higher education management in colleges and universities, has presided over research projects, edited academic works, published academic papers, and accumulated certain research results. From March to April 2018, he studied in the 56th college leading cadres' refresher class of the National Institute of Education Administration. From September 2018 to January 2019, he studied in the 45th Youth and Middle-aged Class of the Central Party School. He was a member of the 12th Hubei Provincial Committee of the Chinese People's Political Consultative Conference, a representative of the 11th Hubei Provincial Party Congress, elected as a member of the Provincial Commission for Discipline Inspection, and a representative of the 13th Beijing Municipal Party Congress. He is currently a member of the 13th Hubei Provincial Committee of the Chinese People's Political Consultative Conference.

His main part-time social positions include executive director of the China Association of Higher Education, the chairman of the Publicity Research Branch of the China Association of Higher Education, and the member of the Higher Education Party Construction Research Professional Committee of the National Party Construction Research Association.
