On March 11, the 204th Council of the International Civil Aviation Organization was held at its headquarters located in Montreal, Canada, during which,its next Secretary was elected. Liu Fang, once a doctoral student at Wuhan University and the candidate nominated by the Chinese Government, won the election. Dr. Liu, who now serves as the Director General of Administrative Services, will officially take office on August 1, 2015, for a period of three years. She will be the first Chinese Secretary of the International Civil Aviation Organization, as well as the first female Secretary.
According to the Civil Aviation Administration of China, Liu Fang holds both PhD and Master degrees of Private International Law at WHU. She was a student of Professor Han Depei, the master of Private International Law in China. Since 1987, she has served as Deputy Director, Director and Deputy Director-general of International Cooperation Department of Civil Aviation Administration of China. Since 2007, Dr. Liu has worked in International Civil Aviation Organization as Director General of Administrative Services until now. During her tenure in the Civil Aviation Administration of China, Dr. Liu has presided over a number of negotiations for bilateral air transport agreements, and played a part in the civil aviation cooperation programs between China and other countries as well as in setting the international air transport policies of China. She has also been elected as the Chairman of the group of aviation experts and Airline Services Group for Asia-Pacific Economic Cooperation. She proved her efficient management capacities fully in various aspects during her work in human resources, information and communications technologies, languages and publications, conferences, security and logistic services, secretary services and income-generating business for the International Civil Aviation Organization Assembly and Council, etc. She also serves as Secretary of the Human Resources Committee of the Council, responsible for all administrative management events on behalf of the International Civil Aviation Organization.
The International Civil Aviation Organization (ICAO), founded on April 4, 1947, is one of the specialized agencies of the United Nations in the field of civil aviation. ICAO has 191 member countries and is headquartered in Montreal, Canada.
The Secretary is also the Chief Executive of ICAO, whose duty is to lead the daily executive bodies: the Secretariat of the Organization as well as the Group's international staff in the field of civil aviation; and report work progress regularly to the Council.
